DELHI, India - A women's advocate group in Delhi has slammed police for their handling of a brutal alleged rape case involving a six-year old girl.
The Delhi Commission for Women (DCW) on Tuesday sent a notice to the Deputy Commissioner of Police (DCP) complaining of the complacency of police in its treatment of the girl and her family.
The girl was abducted from her bed where she was sleeping at her home in the Jamakpuri area of Southwest Delhi, and allegedly raped brutally.
"It has been reported that a 6-year-old girl was kidnapped and raped while she was sleeping with her family on a footpath. The child was raped and thrown in a deserted place where she was found in a pool of blood. I have visited the girl and her condition is horrifying. She has been brutalised in the most terrible manner possible! It is evident that the accused has even tried to kill the survivor. In this regard, an FIR has been registered at PS Janakpuri," Delhi Commission for Women Chairperson Swati Maliwal (pictured) said in a letter to the Deputy Commissioner of Police.
"Further, the Commission has got information that the family of the survivor comes from an extremely poor background and her father is a wage labourer. The Crisis Intervention Cell of DCW was not intimated about the incident by the Delhi Police as is mandated by the High Court of Delhi. Due to this, the DCW team could not reach the spot to counsel the girl and her family and provide them with other urgent social legal and financial support. This is totally unacceptable," she wrote.
The Commission has sought a copy of the FIR filed in the matter. It also wants reasons why the Crisis Intervention Cell was not notified and who the official(s) are that failed to alert the Crisis Information Cell. The Commission says it wants action taken against those officials. It has also requested details of the arrest and the status of the investigation.
The Delhi Commission for Women says it has requested a reply be provided by Friday.
Delhi has been ravaged by rape cases, and the abduction and rape of a six-year is not an uncommon event.
A six-year-old girl was raped in a washroom at a private school in south Delhi's Malviya Nagar in October 2017 by a maintenance person aged 22.
A month earlier, a 7-year-old boy was found with his throat slit and lying in a pool of blood in a washroom at Ryan International School in Gurugram. He was allegedly killed by a bus conductor who tried to sexually abuse him.
Also the previous month, a five-year-old girl was allegedly raped by a person inside the premises of a private school in Shahdara. The accused was arrested the same day.
Following the Shahdara rape incident, Delhi Police commissioner Amulya Patnaik instructed all district Deputy Commissioners of Police to upgrade security.
